Maybe you can gather people like yourself who were injured severely or just injured and relatives of those who did not survive and create local chapters of a group who will yearly host those silent remembrance rides/walks to promote your messages. Once the film is done and out there, you might find yourself getting letters from people who would want to join with you to work to stop the culture of drivers who don't try or try hard enough to be sure that they give bikers room on the road. With the internet there is another vehicle to reach lots of people...but then you need to REALLY reach them so that they follow-through.... Take Care. This is a great article, photos and video.
